Chapter One: Introduction
1.1 Background of the Study
Cultural practices, although integral to the identity and heritage of many communities in Nigeria, can sometimes perpetuate harmful behaviors and beliefs that undermine individual rights, health, and social progress. In Zuru Local Government Area, Kebbi State, certain cultural practices—such as female genital mutilation, child marriage, and gender-based discrimination—remain prevalent, despite efforts by various stakeholders to curb these harmful traditions (Ibrahim & Nabil, 2024). Development communication can play a pivotal role in challenging and changing such practices by providing information, creating awareness, and fostering dialogue within communities. Through media campaigns, community dialogues, and advocacy programs, development communication initiatives can help communities critically reflect on the negative impacts of harmful cultural practices and encourage the adoption of healthier, more progressive alternatives. This study will explore how development communication strategies are used to change harmful cultural practices in Zuru and assess their effectiveness in promoting social transformation.
1.2 Statement of the Problem
Harmful cultural practices continue to affect the social and economic well-being of individuals, particularly women and children, in Zuru Local Government Area. Despite various intervention efforts by the government and non-governmental organizations, these practices persist due to deep-rooted cultural beliefs and lack of awareness. While development communication has been recognized as a powerful tool for social change, its role in addressing harmful cultural practices in Zuru has not been extensively studied. This research aims to assess how development communication strategies have been utilized to challenge harmful cultural practices in Zuru and evaluate their effectiveness in changing attitudes and behaviors.

1.7 Scope and Limitations of the Study
The study will focus on the use of development communication to challenge harmful cultural practices in Zuru Local Government Area, Kebbi State. Limitations include potential resistance from communities to engage with outsiders on sensitive issues and challenges in measuring the long-term impact of communication campaigns on behavior change.
1.8 Operational Definition of Terms
Development Communication: The use of communication strategies and media to promote social change and address issues of development, such as health, gender equality, and education.
Harmful Cultural Practices: Cultural traditions or practices that negatively impact the well-being and rights of individuals, particularly women and children, such as female genital mutilation and child marriage.
